Why your Google Ads are not working in Dubai

In most campaigns we are asked to look at, the problem is not the bidding. It is something underneath the bidding that nobody has looked at in months. Here are the five we find most often, in the order we find them, and how to check each one yourself.

Measured, not estimated

paid and organic are separate disciplines; a problem in one is often caused by the other

1. Nobody in your business can see the numbers

Check this before anything else. Across the Dubai businesses we found carrying Google Ads tags, 73% had the tag inside a Google Tag Manager container rather than written on the page. That is ordinary practice and not a fault in itself, but it usually means the measurement was set up by someone outside the business, and it is common to find that nobody inside has ever opened it.

How to check: ask whoever runs your ads for read access to the Google Ads account and the analytics property, in your own name, today. A campaign whose numbers you cannot see on your own phone is a campaign you cannot judge.

2. Your business information disagrees with itself

An ad reads the same information that Google and the AI assistants read: your name, address, category, hours and services. When those disagree between your website, your Google Business Profile and the directories, the ad is matched to the wrong searches and the landing experience contradicts the promise. No amount of bidding repairs it, because bidding is not the part that is broken.

How to check: search your own business name on a phone you have never used for this, and read what comes back. Then open your Google Business Profile and compare the category, the hours and the services to your website. See GBP optimization.

3. One campaign is carrying two different buyers

Intents with different values should not compete for the same dirham. Sales and rentals, consultations and packages, emergency work and planned work: mixed into one campaign, the cheaper and more frequent intent consumes the budget and the expensive intent never gets shown.

How to check: ask for a breakdown of spend by campaign and by search term, not by keyword. The search terms report shows what people actually typed, which is usually the first honest look an owner gets.

4. The fee structure points the advice the wrong way

If your agency is paid a percentage of what you spend, raising your budget raises their fee whether or not anything improves. That is not an accusation about any particular firm. It is simply what the arrangement rewards, and it is worth knowing which way the incentive points before you ask for advice about budget.

How to check: read your own contract and find out whether the fee is fixed or a share of spend. Then see flat fee versus percent of spend.

5. You are advertising into a gap the ad cannot fill

Ads buy the slot. They do not build the reason to choose you once someone is looking. If your reviews, your profile and your site are thinner than the competitor beside you in the results, the click still lands and the comparison still happens, and you paid for it. This is the most expensive of the five because it looks like an advertising problem and is not one.

How to check: search the phrase a customer would use, and look at yourself next to whoever is shown first. Count the reviews on both sides. See local SEO in Dubai and Google Maps ranking.

What we would do first

In that order, and none of it begins with bidding. Get the measurement into your own hands, make the business information agree with itself, separate the intents, understand what your fee arrangement rewards, and only then argue about budget. Most of that you can check yourself in an afternoon.

A limit worth stating. Our figures above describe advertising infrastructure, not live campaigns. A tag proves someone set up tracking; it does not prove ads are running today, and a business advertising without any tag would not appear in our count at all. Treat 51% as a floor rather than a precise share.

Frequently asked questions

Why are my Google Ads getting clicks but no enquiries?

Usually because the campaign is matched to searches with the wrong intent, or because what the visitor finds after the click contradicts the ad. Ask for the search terms report, which shows what people actually typed, rather than the keyword list, which shows what you hoped they would type.

How do I know whether my agency is doing anything?

Ask for read access to the Google Ads account and the analytics property in your own name. In our scan of Dubai businesses carrying ad tags, 73% had the tag inside a Tag Manager container, which usually means the measurement is owned outside the business. Access should be immediate and free.

Is it the bidding that is wrong?

In the campaigns we are asked to review, rarely. The more common causes sit underneath the bidding: measurement nobody can see, business information that disagrees across the internet, two different buyers sharing one campaign, and a fee structure that rewards spending more.

Should I pause ads and do SEO instead?

They do different jobs on the same results page. Ads buy attention immediately and stop when the card stops. Search work takes longer to show and keeps returning after the invoice. The useful question is which one your next dirham should go to, not which one to believe in.

How many Dubai businesses are actually advertising?

In our own scan on 19 September 2026, 51% of 305 Dubai businesses with reachable websites carried Google Ads conversion tracking. That is a floor: it counts advertising infrastructure rather than live campaigns, and misses anyone advertising without a tag.
